Thanks for the response, I realized it was build issue. It finally worked when I changed the war file build.

Hi Bridget, 

In addition to giving access to the user you also need to assign the program to the orgunits that shall use the program. You'll find that in the program context menu (dropdown) for your program.

You need to assign the program to a role you are using for tracker data entry.

 

Now it added by going to User and roles app, edit the role and add the program.
