[Bug 1576062] [NEW] analytics measureCriteria not working for indicators

The analytics "measureCriteria" does not seem to work for indicators.
Tested in 2.22 and 2.23.

See for example this query, which I assume should have returned only ANC 1 and 3 coverage > 100 %
