The war file of 2.23 extracted to the DHIS folder inside webapps folder
of the DHIS2 Live folder ficed the problem for me. I'm using DHIS2 Live
v2.23

  maintenance does not work in DHIS2 Live

Bug description:
  Hi I have just downloaded DHIS 2.23 and unpacked and started playing
  around with it in my laptop. The maintenance apps did not work, I gent
  nothing when I click on it. Any advice will be appreciated.
