Actually, the DHIS 2 Live
<https://www.dhis2.org/download/live/dhis2-live.zip> link on the webpage
has still not been updated. It still contains 2.23, Build revision:22870  which
does indeed have a problem with starting maintenance, giving a 404 for
userSettings and a Failed to parse SourceMap:
http://10.0.0.54:8082/dhis-web-maintenance/maintenance.js.map
