Update: I found the cause for our case and a workaround. There was an apostrophe in one of our Program Stage section names that DHIS was not processing correctly. I removed the apostrophe and now it is working normally.

Existing Program Rule doesn't respond, and It doesn't allow you to create new Program Rule.

I just realized that when you create a program and define sections under program stages, you are not able to define any program rules. When you click the Add Source field, nothing happens and same applies to the actions button. Has anyone else experienced this? Thank you.
