Hi DHIS2 devs,

It appears as though once a data set for a given period/orgUnit is
completed, if we submit any further SMS commands with updated data for the
same form the SMS will not change the existing data submitted.

I understand there are multiple rules for when the received SMS should be
considered to 'complete' the form, from all data values to any data values.
But my question is, once the form is already in the 'complete' state, is
there any way to submit new data via SMS? Is there perhaps something in the
SMS we can send which says 'incomplete' the data set, as per the web form?
Or an option in the SMS command that allows data to be updated after it is
'complete'?
