[Bug 1643440] [NEW] Data value store by wrong user name

In DHIS2 version 2.24
When user enter data value. The user name information in history popup is not the user who entered data but the user name who created account for this user.
Attached file show that user Thuy entered data, but in historical data window, it show stored by user Thai. Thai was the one created account for user Thuy.
