Public bug reported:

When multiorganisation form is enabled, the complete button doesn't work
properly. A click on this button seams to work correctly but when you
move to another entry form and comeback, the complete button remains
activated. Additionally, the data entry form is not recorded as complete
in the database. This problem is being observed with 2.24 (version
8cb3ab4) and 2.25( version 017e04e)
