I have added it here <https://github.com/dhis2/dhis2-core/pull/358>.

Once it builds, we will merge it and backport. Which version(s) do they
need?

Like I said, the current process is we will add a flag when a country or
organisation requests it. Angola was not left out for any particular
reason, its just that we have not included all countries flags (although
that might be a good idea!)
