Hi, Stanley.

Yes, the Tabuar Tracker Capture app does not list all the
TrackedEntityInstances (I will call it TEI in this email) (Person?) with
empty events for the orgUnit.

It was primarily designed for fast event data search and event data entry.
It is more of Event based rather than TEI based.

The selection of orgUnit, program, and date range on the top is for
searching events.
Once we find the events, we group them by TEI and represent them by TEI.
In fact, TEI and their events could belong to different orgUnit.
So, we do list TEIs that does not belong to the selected orgUnit as long as
the event was registered under the orgUnit.

So, listing all the TEI under the orgUnit regardless of the event was not
implemented.
