Thanks Greg, for your explanation, that's exactly right.
I see that Viet Nguyen replied to our comments on jira and is working on
the problem.

For the translation of the metadata, I need
https://play.dhis2.org/demo/api/locales/db
and in the translation of Data Elements, Category Options, etc. I see the
correct list.

But translating:
*Programs*
*Dashboards*
I see https://play.dhis2.org/demo/api/locales/ui
instead of https://play.dhis2.org/demo/api/locales/db
For all old Programs (translated in the previous version - v.2.22), I see
their translated names correctly in the Event Capture, but I can't modify
them or add new ones.
