entered as attributes under each Org Unit.

Since we can add attributes to each Org Units, we could then use the Org
Units specific data for calculations in the indicators.

No, you will have to copy the 2016 values for 2017. Can be done in sql or
with a script, but since you only have 5, you might as well do it manually.

If I want to calculate the same indicator for February or March 2017, will
it work with the annual denominator for 2016 (and the numerator being for
February or March 2017)?

You can join a monthly numerator with an annual denominator.

I cannot use constants, because the number of beds is different for each
Org Units and I do not want to create 5 separate Indicators for the 5
separate Org Units.

At the same time I do not want to record the number of beds to be the same
every month, since it is confusing and it will look like we add up the same
number of debs every month, which is not the case.

Is there a solution to this issue?
