Hi,

>From what I can read here I don't think this is related to the other bug
your reported on Jira. I quickly looked through the User-related issues on
Jira and could not find this reported anywhere.

To those that experienced this problem:
Please create a new bug-issue on Jira under the DHIS2 project. Please
include the server-log if possible for when this problem occurs.
