Hi!

I ran into strange issue in DHIS2 (v. 2.25) system I am using. 
Screenshots with details are attached.
What happened is that particular categoryCombination (id *caeebcCsd14*) 
didn't have categoryCombinationOptions created for some reason. But then 
after cloning this combo via administrator UI, options magically 
appeared in cloned combo (id *E86MdgF9oNc*). Worth to mention might be 
that I am using this categoryCombo as an attribute in the data set (per 
docs here <https://docs.dhis2.org/2.22/en/user/html/ch05s07.html>).
Might there be any obvious reason why such thing could happen? Is it 
possible that issue with options happened during creation of original 
Combo, or maybe this could be related with DHIS2 setup?
