When you think of it, the data value set analytics response is meant to
transform aggregated data into the data value set format, so that the
output mimics raw, routine data values, even if it has been aggregated
first by the system. This concept does not apply so well to event
analytics, where you normally look at counts of various options (there is
no single data element/option combo to link to per data value).

Note that the aggregated analytics API lets you retrieve _aggregated_
values for tracker/event data elements (which in fact are possible to
aggregate) as well as for program indicators, so if the report you are
looking to create can be made from aggregated event values (e.g. not counts
of options) you can retrieve it that way.
