That issue actually seems to be related to my peculiar setting (behind
a proxy) so let's push it to Won't fix.

However, I also note that I get lots of this message:

SEVERE: Image not found: images/tip.png

There is such a file in
dhis2-docbook-docs/src/docbkx/en/resources/images, but apparently it
is not found.
