Looks nice, and I will try to go through it in detail.I wonder, who is the intended target audience; normal users, superusers or customizers?
The bar charts at p14-18 has time units on their x-axis. Time trends are better displayed by line charts as you do in the last example. Bar charts can better be used for comparing facilities or districts.
