I spoke with Lars a bit more about this, and I think the problem was the
initiation of the submodules. This is like one more step which needs to be
done, and complicates the build process. The dhis2tools package is a
submodule of of the main project, but you needed to init the submodules and
then update them. This was one more step, and was easily automated with an
anttask. So, now, you just need to do "git clone" and "mvn clean package"
and the submodules (at this point, only dhis2tools) will be properly
init-ed prior to building the documentation.

Hopefully this will make it a bit easier for people to get the docs running
on their system and contribute.
