To add to what Jason says, the typical issue is with uniqueness. The name,
short name, code and alternative name properties for data element, dataset,
indicator and organisation unit are constrained to be unique in DHIS 2
(minus short name for org unit). I think they are in DHIS 1.4 too but often
we see that this is not the case. So it is wise to fix any uniqueness
violations prior to import.
