Hi Randy,
what you point out is correct and we are aware that this is pretty
inconvenient. Constraint 1. and 2. have already been removed in trunk and
will be released in 2.9 in July. For 3. you can edit the relevant anonymous
program (from Beneficiaries and Programs module) and tick the "Hide
provided by other facility" checkbox in order to remove it from the form.
