Thanks Stephen i total agree on the format. It is correct but still the
team use is not conventional in the contemporary world. Kenya had proposed
with no changes since ver. 2.4. Target as expected reported, Actual as
Reports received/reported, percentage should be either % timeliness or %
completeness in reporting.

This call for country to adopt what is working and acceptable to their
setting.
