Re: Translating data elements

sorry you are correct, this section of the user manual is outdated.
We re-factored the database internationalization last year and we took out
the ability to create custom locales just to keep things simple. Currently
we display all standard Java locales.
The implementation allows for custom locales - what is required is a small
user interface for creating them. Hopefully we will have time to do this
for 2.11.
In the meantime I suggest that you use arbitrary country locales for your
data element versions. We can help you to map this to new custom locales at
a later stage using a query.
