Its hard to answer this. DHIS is known to be working with up to 40 000
facilities.

DHIS has not been tested on Oracle. But supporting Oracle should not be too
much work since the application is using a relational database
mapping/abstraction layer (which makes the database externally
configurable) and has centralized all direct SQL queries in one place (lets
you write a short Java class to add support for a new database).
