Hi,

(given that thunderbird renders your example correctly), I would say 
that "Number of persons" is not really a data element at all. It 
contains no info, so I would drop it, and rather have two DEs:

CDV, and
PTME

CDV would then have the age and gender categegory combo. The grand total 
of CDV and PTME can be made with an indicator.
