Hi Riddy,

the constants can be used inside indicator and validation rule expressions
to make them more maintainable.

One use-case: In ARV stock management, one recons that a quantity of drugs
ordered will cover 4 persons. This value is used in hundreds of indicators
but is likely to change some time in the future. In order to keep this
maintainable and be able to change this in one place in the system, one
creates a constant "Persons per quantity" = 4 and insert that constant into
the indicators.
