Hi Marta,

We have observed this bug in Zambia as well. I personally have never been
able to reproduce it, except by simulating a connecting with very large
large latency. However, our DHIS2 system adminis have been affected by it
numerous times.

I think the devs added a feature to warn the user if they were about to add
a new orgunit at level 1, if one already exists. Not sure if this has been
added yet, but if so, it is probably only in trunk.
