What are the following strings supposed to mean?

"Maintain beneficiaries and programs including attributes and identifiers"
"Maintain data sets plus settings for mobile reporting and SMS
configuration"

This is very technical language, but my problem is mainly with the word
"maintain" and actually also with the name of the whole top level menu
 "Maintenance", since in DHIS these terms are usually NOT referring to
keeping things as they are, but rather about changing the configuration and
settings of the system. I think terms like Administration/administer or
Configuration/configure would be more appropriate.
