Hi Marcio

The errno:150 in mysql usually refers to foreign key violations.  Now I
don't know enough about what is happening here to say for sure, but it
looks like you have created a new blank database, run dhis2 against it
(which creates tables) and then attempted your restoration.

Can you do this the other way round, ie:
1.  create a new blank database
2.  restore your sql file
3.  run dhis2 (using the new database)
