Hi Randy,

The levels are created based on the orgunit hierarchy in the database,and
not the other way around.

So if you first create some orgunits in a hierarchy and then revisit that
page, you will see the levels listed.

The orgunit levels page is mainly to provide labels to the levels, and not
to create levels for the orgunit hierachy.
