Welcome to the DHIS2 world.

You need to submit your proposal through the Google Melange site. Before 
doing that, I would encourage you to familiarize yourself with DHIS2 by 
installing it and playing around with it so that you properly understand 
the concept. You will find downloadables and extensive documentation at 
http://dhis2.org/
