Hi Ese, 

Absolutely. You will need to create an entity called Health Workers and
then enrol your health workers into a a program. You might be able to do
this with a single event with registration. 

For registration, you might have the health worker's name, designation,
gender and contact details. You can track retirement in a program stage.
