*Terms of Reference: The Ghana Telemedicine Project OpenMRS
Programmer/Implementer (OpenMRS programmer)*
The Ghana Telemedicine Project is providing quality, affordable and
sustainable primary health services through the adaptation of mobile and
other information technologies to facilitate field consultations between
patients in remote/hard-to-reach communities and physicians at the district
hospital, preventing unnecessary referrals and more efficiently using
valuable resources.
The Project has the objectives of
• Reducing unnecessary referrals to district hospital
• Strengthening continuum of care in rural setting
• Saving cost of transporting patients, minimizing transportation
risk and closing referral loops.
With funding from the Novartis Foundation for Sustainable Development
(NFSD), the telemedicine pilot project started in 2009 in the Bonsaaso
Millennium Villages Project site in the Ashanti Region. A pilot was
launched in the Amansie West District after consultations with various
stakeholders. The current phase of the project is a district-wide scale-up.
The OpenMRS programmer will report to the eHealth Specialist in the
Bonsaaso MVP site. The work will be included in the Telemedicine Project
and so will also involve overall supervision by the Telemedicine Principle
Investigator, Joseph Mensah-Homiah and the Telemedicine Project Manager,
Joseph Adomako.
The OpenMRS programmer may be based in Accra, Ghana or other nearby
location and may be required to travel to project site in Amansie West
District, as required. He/She will be responsible for
· Clarifying and documenting software requirements for:
o OpenMRS data collection forms to support Telemedicine documentation
o Bridge between OpenMRS and DHIS2/DHIMS2 for GHS (electronic)
o Bridge between OpenMRS and GHIS/National Insurance program (report or
electronic)
· Developing/enhancing an existing module to bridge OpenMRS and DHIS2
· Developing a report or electronic exchange of data for reimbursement
to GHIS.
· Make changes to forms (xforms or HTML forms) for use by OpenMRS for
the Telemedicine project as required.
The person should have the following;
· Strong experience with OpenMRS programming and implementation
(including JAVA, MySQL, reporting and module development).
· Good experience with DHIS2 and DHIMS2 in particular
· Strong communication skills
· Ability to manage a task list, milestones and deliverable timeline.
