Thank's to Ola Hodne Titlestad, It's resolved and Ok nOW, 

I started up DHIS 2 with hibernate.properties pointing to an empty 
database in PostgreSQL and then the startup process of DHIS 2 has populated all the tables for me in the database.

We can closed the Ticket,
