Hi,

First define option set and associated options (which are option set
values) - Data Aministration -> Option Set

Then when defining your attribute, select its value type to be option set
and select the option set you defined earlier.

Once you have done this and assigned the attribute to a program, you will
get the option values available for selection during
registration/enrollment.
