I have created a traked entity attribute but i dont see it available for program stages !

I am not sure what you mean by data element of program? Program doesn't have data element. 

Attributes are assigned to Programs.

Data elements are assigned to Program Stages.

What version of DHIS2 are you using - including the version number?
