I think you will need a later version of DHIS2.  Try and see if it works on

Hi Simon,

Please check the data element domain type of the data element you have
created. The data element domain type should be tracker to appear in the
program stage data element list.

Please also let me know which version of dhis2 are you using.

called infrastructure development. I have created attributes of an activity
after creating the option sets. I have also created the data elements.
However when I go to create the program stages the data elements do not
