Do you already have these villages as OrgUnits?

Since you mention GIS, I suppose you either

a) want to add them to the hierarchy, which is possible, but would require
assigning each of them a ParentUID (see table 1.14 here:
https://www.dhis2.org/doc/snapshot/en/developer/html/ch01s10.html)

or

b) you could add these as events with coordinates
