Which version of DHIS2 are you using? and what are the user roles you
assigned?

In addition to assigning program to your user, below are the authorities
you need for tracker apps.


*Event Capture*

Add/Update Tracked Entity Data Value

Delete Tracked Entity Data Value

*Tracker Capture*

Add/Update Tracked Entity Data Value

Delete Tracked Entity Data Value

Search Tracked Entity Instance

Search Tracked Entity Instance in All Org Units

Add/Update Tracked Entity Instance

Delete Tracked Entity Instance

Program Enrollment

Program Un-enrollment
