Unable to delete/overwrite favorites-DHIS2 2.21

Hi

I am unable to overwrite and delete favorites from GIS. It actually behaves
inconsistent because sometimes it does allow overwriting or deleting but
other times it does not.I am using DHIS2 2.21. Is this a known issue? Any
help is appreciated.
