5926 is not a lot of orgunits.

Your system shows there are no orgunits cached under partial.

What do you have under

developer tools -> Resources -> IndexedDB - > dhis2ou -> ou ?

With cache level, I mean Apps -> Organisation Units -> Organisation Unit
Level -> Offline levels

Can you set some levels there?
