Hi Seth,

Check your permissions on the postgres database

 ERROR: permission denied for sequence hibernate_sequence

means that the user dhis2 is connecting with does not have access to the
postgres sequence.

Check who owns the sequence, and change it to the same user as the one you
are using to connect to the database with from DHIS2.
