Thank you Joseph.I got the message even with dry run at yes or no.The import summary displays import successful but did not imported.Do you suggest to let the column header blank?

Just to verify, could you try out the IDs in the web-api?
/api/dataElements/ID/api/organisationUnits/ID
Please replace ID with your own ID, both of them should work for your selected IDs

if you have the appropriate access - make sure that the relevant data elements are accessible to you, either by setting their "public access" to read or read-write, or by adding your account to a group which is shared with the data elements.
