Hi Aamer,

okay - this seems to work well on the demo (see the Voucher program). We
will need more info or a privately shared login to assist.

It is likely some sort integrity issue with the category* structure. This
SQL script
<https://github.com/dhis2/dhis2-utils/blob/master/resources/sql/integritychecks-categories.sql>
is useful for diagnosing issues.
