Hi Diao,

You must use the format specified here for CSV.

http://dhis2.github.io/dhis2-docs/2.21/en/developer/html/ch01s10.html

The column order is what is important, not the header. That would explain
the error. Please reformat your file according to the specification, and
try again. You must provide blank fields if you do not have the values.
