Hi Gerald

What I'm guessing has happened here is that you have download the dhis2
nginx config embedded in github (you can see the doctype there)

Please try this url instead:
https://raw.githubusercontent.com/dhis2/dhis2-tools/master/dhis2-tools/dhis2-tools/usr/share/dhis2-tools/samples/nginx/dhis2
