Hi Stephen,
As far as I understand the data set is just a way to organize and present data elements. If you want to use the same data element in two different data sets, and not share data between them, you have to employ a different disaggregation. Using category combination on the data set will retain the same data element with its disaggregation’s but give the ability to separate the data entered on different data sets. (In NRC we use several category options as attributes to specify i.e. which project the reported data belongs to). I hope this helps!
