user roles not editable

Dear all,
We are using two different instances

   1. one is upgraded on DHIS 2.24 and we are missing to edit user role and
   be able to add dataset (reffer to the screenshoot).

   1. For the second instance 2.26 (locally) we are failing to add created
   data element to be assigned to the program stage because it is not
    possible to display data elements as referred in the attached screenshots
