Try this:

update users set password='$2a$10$wjLPViry3bkYEcjwGRqnYO1bT2Kl.ZY0kO.
fwFDfMX53hitfx5.3C' where username='admin';

Then restart tomcat to make sure the application cache is cleared.

Then log in with admin/district.
