CAN NOT ADD DATA ELEMENTS TO A DATA SET

I am using dhis2 version 2.29.I have just noticed that i can not add new
data elements to my data set.It keeps telling me that "Could not Save Data
Set".

Has anyone experienced this? If so what is the cause?

Its urgent.
