[Bug 239821] [NEW] Flickr plugin merges predefined tag with first manual tag

If you set a predefined tag in preferences to all photo's uploaded using
the flickr plugin, and then manually enter a tag using the 3rd tab, it
merges both the predefined tag and manual tag into one tag.

Example:

Predefined tag: "posted with Do"
Manual tag: "do-maps"

becomes "posted with Dodo-maps"
